Stroke Centers HB 1339

http://www.legis.nd.gov/assembly/61-2009/bill-text/JACI0200.pdf

This bill is based on AHA stroke science guidelines, and based on AHA model legislation that is moving forward in a number of states. It addresses three key areas:

  • Define "Primary Stroke Centers." Since ND does not have a PSC as of yet, it is a good step to take at this stage prior to any of the large hospitals investing in this TJC certification process.
  • Establishes a stroke task force with rural stakeholders at the table to recommend on stroke triage, stabilization, and routing. This is an important step given the geographical challenges and patient delivery systems within our state. It will be what stakeholders feel best builds on local and regional capabilities.
  • Task force would also develop EMS stroke assessment tools.

As this bill sets up a process for future collaborative work, with all parties at the table, I hope you will find it to be a positive step for addressing stroke in our state. I do want to answer any questions you might have, and I welcome you support/encouragement of the bill's passage.
